Duane Shugars, Senior Vice President and General Manager
Duane Shugars is the Senior Vice President and General Manager of Enlighten for MacAulay-Brown, Inc. (MacB). He is responsible for leading his team to deliver the rapid development and deployment of mission-critical cyber technology and IT services for the Department of Defense (DoD) and the Intelligence Community (IC).
Mr. Shugars is primarily responsible for overall group management that includes business development, strategic planning, operational and program management, and sales and marketing initiatives. He has led many major technical development projects for Enlighten, including the unparalleled cloud and cyber platforms for the DoD.
He has more than 25 years of experience serving in executive and business development roles at leading firms to help drive missions for the Defense and Intelligence communities. Mr. Shugars also founded DSMCi and Concentia Digital, the latter of which developed solutions for critical gaps in the broadcast and healthcare markets. Prior to joining the private sector, he worked for nine years for the Maryland Procurement Office (MPO).
Mr. Shugars earned a bachelor’s degree from the University of Baltimore and is certified as a Project Management Professional (PMP) and Professional Scrum Master (PSM).
Emily Ringer, Director of Administration
Emily Ringer has served as the Director of Administration for Enlighten since July 2015. She has more than 20 years of professional experience in human resources, benefits administration, employee relations, operational management, and financial analysis. As an integral member of the business management team, Ms. Ringer ensures that Enlighten maintains a robust financial and operational outlook.
Ms. Ringer has an established track record in managing a diverse workforce, authoring and implementing corporate policies, improving internal process efficiencies, encouraging team collaboration, and facilitating strong customer relationships. Ms. Ringer has earned bachelors’ degrees in both biology and speech/communications and a master’s degree in business administration (MBA).
Steve Wagner, Technical Director
Steve Wagner formulates and leads the company’s day to day technical direction and oversight. He is a recognized subject matter expert on the Big Data Platform (BDP) and has over 20 years of experience in the architecture, development, and management of intelligence-related and commercial software applications.
Prior to joining Enlighten, Mr. Wagner led cloud system design and architecture efforts in support of defense and intelligence community missions at both TASC and L-3 Communications. Mr. Wagner holds a master’s degree in computer science from Johns Hopkins University, a master’s of theology degree from Dallas Theological Seminary, and bachelors’ degrees in English and biblical studies from Liberty University.
Brett Meyers, Director of the Software Engineering Group
Brett Meyers supervises software and analytic development for Enlighten. Mr. Meyers has extensive experience in distributed systems, cloud, cyber, and software engineering. He combines a passion for innovation, design, and quality to lead software development teams and deliver transformative solutions.
Prior to joining Enlighten, Mr. Meyers served in various technical roles including technical expert and team lead for software capabilities focusing on cloud and mission solutions at KeyW, TASC, and Lockheed Martin. Mr. Meyers holds a master’s degree in computer science from Johns Hopkins University and a bachelor’s degree in computer science from University of Maryland, Baltimore County.
Tim Israel, Director of the Cloud Engineering Group
Tim Israel manages Enlighten’s engineering activities across its portfolio of cyber analytic platforms and applications. Previously, Mr. Israel held several highly technical roles at Booz Allen Hamilton, where he facilitated the design, development, and deployment of applications built upon Hadoop, Zookeeper, Storm, and Accumulo.
Mr. Israel holds a bachelor’s degree in information systems and computer science from University of Maryland, Baltimore County and has earned several professional engineering certifications.
Andrew Skene, Director of the Data Science & Analytics Group
Andrew Skene leads Enlighten’s data science and analytics innovation efforts, which include development of cyber threat hunting, anomaly detection, and user & data profiling capabilities. His expertise is in distributed computing with a particular focus on real time analytics.
Previously, Mr. Skene spent 12 years at Proteus, Wavetech, and SAIC on various research projects. He holds a B.S. in Physics from Carnegie Mellon University and a M.S. in Computer Science from GMU.
John Eubank, Director of Client Engagement
John Eubank has been with Enlighten, a MacB subsidiary, for the last two years. Prior to joining Enlighten, he was the Program Manager for the previous BDP prime contractor at DISA. Mr. Eubank brings an extensive history of technical project management, financial analysis, and contracts management to the Enlighten subsidiary.
As the Director of Client Engagement, Mr. Eubank oversees Enlighten’s portfolio of multi-million dollar IDIQs and Task Orders. He is thoroughly familiar with project requirements and tasking, the need for outstanding customer support, and the importance of a drive for innovation. In addition to his management roles, Mr. Eubank also provides systems engineering consulting, technical writing, enterprise architecture solution design, proposal support, and market analysis in collaboration with Enlighten’s cloud engineering teams.
Mr. Eubank holds two bachelors’ degrees from Towson University in business administration and computer information systems and a master’s degree in information management from the University of Maryland. He understands the rigors of the fast-paced tech sector and the innovation needed under agile constructs to deliver successful, production-ready solutions to the DoD. Mr. Eubank has over ten years of experience from the DoD, IC, and commercial sector that brings unique perspectives and an understanding of the operational scenarios affecting client applications.
